Position Title:  Human Resources Specialist

Department(s):  Human Resources Department

Reports to (Title):  Human Resources Director

Pay Rate: Up to $21.80 per hour

PRIMARY JOB FUNCTIONS:

Incumbent serves as Human Resources Specialist and performs duties associated with the policies, procedures, and operations of the Human Resources Department.

ESSENTIAL JOB FUNCTIONS:

  1. Maintains and updates employee records in compliance with applicable laws and regulations for the City of Muncie. Responsible for maintaining comprehensive records for all employees and departments within the Human Resources Department.
  2. Administers the Family and Medical Leave Act (FMLA) processes, including completing FMLA requests, verifying certifications, maintaining records, and ensuring compliance with federal regulations. Prepares and signs all related correspondence or coordinates with the Human Resources Director for signature.
  3. Administers Unemployment Insurance (UI) protest processes, ensuring proper handling of claims and appeals in accordance with state guidelines and local policy.
  4. Prepares reports for Equal Employment Opportunity (EEO), Affirmative Action, and other required entities. Ensures timely and accurate data reporting as per legal and regulatory standards.
  5. Coordinates and administers job posting activities, including creating job advertisements, posting positions to the city website, newspapers, and other job boards. Ensures job openings are communicated effectively to the appropriate audiences.
  6. Maintains and updates job descriptions for the City of Muncie. Communicates with departments regarding updated job descriptions, maintains electronic records for job descriptions, and forwards applications to department heads for the hiring/interview process.
  7. Assumes duties of Human Resources Generalist during their leave and/or vacation, and attends meetings as assigned.
  8. Assists with recruitment and selection processes, including reviewing resumes, conducting initial phone screenings, scheduling interviews, and conducting reference checks.
  9. Supports performance management processes, including tracking employee performance reviews, assisting with disciplinary actions, and coordinating corrective action plans.
  10. Ensures compliance with labor laws and regulations applicable to public sector employment, including but not limited to FMLA, ADA, Title VII, and other local, state, and federal regulations.
  11. Conducts training sessions for employees on HR-related topics, including workplace harassment prevention, workplace safety, and employee development programs.
  12. Serves as a point of contact for employees, addressing employee concerns, answering questions related to HR policies, and providing guidance as needed.

OTHER JOB FUNCTIONS:

  1. Types memorandums, letters, and other correspondence as needed.
  2. Copies and distributes records and other documents upon request.
  3. Greets the general public and receives information to determine patron needs.
  4. Attends seminars and training sessions to broaden knowledge of Human Resources law, with both in-person and virtual attendance acceptable.
  5. Assists with the explanation of Human Resources policies to city employees.

EDUCATION AND EXPERIENCE:

Incumbent performs duties of the department and practices exercising personal judgment in making decisions.

  • Bachelor’s Degree in a related field (such as Human Resources, Business Administration, or Public Administration) or the equivalent of experience and training that has provided the required knowledge, skills, and abilities.
  • Maintains certifications in related Human Resources professional organizations.
